In a surprising turn of events, Acting Co-Chief of Police Dr. Glynell Horn, Jr. resigned from the Regional Transportation District’s (RTD) police department after only four months, citing a toxic and unbearable workplace environment. In his resignation letter, which was obtained through a Colorado Open Records Act request, Horn expressed regret and highlighted issues of discrimination, harassment, and lack of inclusivity within the Transit Police Department. He ended his letter by wishing the district success and hoping for a more inclusive environment in the future. Horn and Steven Martingano were appointed as acting co-chiefs of police following the departure of Joel Fitzgerald in 2024 due to undisclosed reasons. Horn’s resignation leaves Martingano as the acting chief until a permanent replacement is found. The RTD board is currently accepting applications for the police chief position, with a salary range between $200,000 and $249,673. The RTD police union had previously raised concerns about Horn’s promotion, citing his connection to Fitzgerald and violations of state law regarding body cameras. Despite these issues, RTD CEO Debra Johnson defended Horn’s qualifications and stated that all laws regarding body cameras would be adhered to moving forward. The RTD is now looking to move past this turbulent period and find a stable leadership for its police department.
