Colorado Senate committee approves bill to prohibit certain semiautomatic rifles

A bill that would ban the sale or purchase of semiautomatic firearms that accept detachable magazines has passed the Colorado Senate’s State, Veterans, and Military Affairs Committee in a late-night vote. The measure, known as Senate Bill 3, is supported by 18 Democrats and is expected to pass the full Senate and the House. The bill’s sponsors argue that it is the next step in enforcing Colorado’s ban on high-capacity magazines.

The bill, which would also ban rapid-fire trigger activators and bump stocks, seeks to limit gun sales without prohibiting common shotguns, revolvers, or pistols. Gun manufacturers would be required to modify semiautomatic rifles to have fixed magazines. Supporters of the bill, including those affected by past mass shootings, testified in favor, while opponents, including Republicans, gun-rights advocacy groups, and gun store owners, argue that the ban would harm their businesses and violate the Second Amendment.

Governor Jared Polis’ position on the bill is unclear, but support from influential legislators like Senator Tom Sullivan indicates it is likely to reach his desk. The estimated cost of implementing the bill is $4.6 million, but nonpartisan analysts suggest there would be no cost to the state. Despite opposition and concerns about costs, supporters are determined to pass the bill, emphasizing the importance of conversations around gun legislation. The bill’s passage would mark a significant step forward in gun control measures in Colorado.
