Arapahoe County Launches Housing Stability Program with Proposition 123 Funding

Arapahoe County has announced a new initiative aimed at enhancing housing stability for at-risk residents, backed by a $200,000 allocation from Proposition 123. This funding is part of the Colorado Emergency Rental Assistance for Housing Stability Services, and Arapahoe County is one of four recipients in the state. The program, set to launch in February, will provide vital services including application assistance, case management, community outreach, and resource referrals for individuals and families facing financial challenges.

Proposition 123 was a voter-approved measure that established the State Affordable Housing Fund, allocating 40% of its resources to the Department of Local Affairs (DOLA) while the remaining 60% supports housing initiatives overseen by the Office of Economic Development and International Trade. The proposition allocates approximately 2% of income tax revenue specifically for affordable housing, distributed through grants and loans to various entities, including nonprofit agencies and local governments.

Housing remains a priority in Arapahoe County, as emphasized by the Board of County Commissioners’ strategic plans. The new program includes housing navigators who will assist residents with rental applications and facilitate communication with landlords. Additionally, it aims to reach underserved communities, including non-English speakers and individuals with disabilities.

"This program is about more than just rental assistance," said Katherine Smith, director of community resources for Arapahoe County. "It’s about providing stability and a lifeline to those in our community who need it the most."

The urgency of this initiative is highlighted by the 650 individuals identified as experiencing homelessness in Arapahoe County during the 2024 Point in Time homeless count.
