News on the Upper Colorado River Commission’s water conservation plan

The Upper Colorado River Commission and the U.S. Bureau of Reclamation have signed a memorandum of understanding that will introduce water conservation and “demonstration” projects in 2025 and 2026. This plan allows upper division states to take credit for water savings that will flow into the upper Colorado River basin reservoirs. The agreement aims to address concerns about tracking water savings and ensuring fair water conservation between upper and lower basin states. Recent efforts within Colorado include initiatives funded by the Colorado Water Conservation Board to promote water conservation and resilience in the state.

One such project is the Shoshone water rights, held by Xcel Energy, which are crucial for water generation in the region, with plans to transfer them to the Colorado River Conservation District and partners. The project aims to keep water in the river and avoid sending it east, promoting ecosystem health and agriculture in the area. Other projects such as the 15-Mile Reach and alternative forage crops are also underway to address water conservation and ecosystem health issues in the region.

Funding for these projects, including from sports betting tax revenue, is essential for the future of the Colorado River and to build resilience in the face of drought and climate challenges. Collaboration between local, state, and federal entities is seen as key to ensuring the success and sustainability of water conservation efforts in the Colorado River Basin. Investment in these projects will help promote water security, reduce risks, and increase resilience for the future.
