The Israeli Knesset has passed two bills that will ban UNRWA from operating in Israel and likely scale back aid distribution in Gaza. Despite strong international condemnation, the laws were passed on Monday, making it illegal for Israeli officials to have contact with UNRWA and prohibiting the agency from conducting activities within Israel’s borders within three months. This will impact UNRWA’s ability to provide education, healthcare, and social services in Gaza and the West Bank.
The bills come after Israeli authorities accused UN workers of participating in attacks in southern Israel in 2023, resulting in funding cuts from several countries. However, after an investigation led to the firing of nine UNRWA staff members, most countries have restored funding to the agency. UNRWA, established in 1949 after the Nakba to assist Palestinian refugees, provides crucial services to millions of Palestinians across the region, including education, healthcare, social services, and emergency relief.
UNRWA serves roughly six million Palestinians, with over 545,000 children enrolled in schools, and provides assistance to nearly 400,000 beneficiaries through their Social Safety Net Programme. The agency operates 144 healthcare centers that see 8.5 million patient visits annually, employing over 3,300 healthcare staff. Additionally, UNRWA offers social services programs to help women enter the workforce, support people with disabilities, and provide skills training for employment opportunities.
Despite the challenges that the new laws present, UNRWA continues to be a vital humanitarian organization in the region, providing critical support to Palestinian refugees in need.
